SF Mayor, supes announce plan to help save residential treatment homes for city’s vulnerable

As San Francisco’s residential care facilities rapidly disappear, Mayor London Breed and three supervisors announced a plan Monday that they hope will stem the closures. The plan comes amid increasing political pressure for elected officials to deal with the skyrocketing numbers of homeless people — many suffering from mental illness and addiction — on the city’s streets. The facilities — commonly referred to as board-and-care sites — are home-like environments that provide 24/7 support for the low-income, mentally ill, elderly and formerly homeless. San Francisco has lost more than a quarter of its board-and-care beds since 2012 and is at risk of losing dozens more over the next few years. Operators blame the city’s soaring cost of doing business, difficulty hiring staff and a low reimbursement rate from the government. In response, the mayor and Supervisors Rafael Mandelman, Vallie Brown and Sandra Lee Fewer laid out a plan to immediately increase subsidies for board-and-care operators, make it harder to convert the homes into a different use and urge the city to buy — and possibly expand — facilities at risk of closing.
